Does this improve the quality of a photo or a video, by simply uploading ?

 

I get an impression that it is open source and free

 

Some one year ago , we had taken a subscription of “ My Heritage “ web site which brought to life ( a 30 second very good animation, using Deep Nostalgia ) some photos . Sanjivani also “ enhanced “ some 1600 + photos ( from www.HemenParekh.in )
