FW: MakeInIndia as an ACTION - MONITORING PLATFORM

In World Bank's report on " Ease of Doing Business " , Singapore ranked   # 1  /  India ranked  #  142

Can we beat Singapore ?

It is difficulty . Here is why :


Some  40 years ago , Mohan Pherwani ( VP - Planning / Larsen & Toubro ) , made a presentation to the officers of Singapore Development Authority ( SDA ) , for a joint venture between L&T and SDA , for manufacture of Bottle Closures ( Crown Corks / Alu. Capsules ) in Singapore

After the presentation , a SDA officer took Pherwani to look up  suitable sites  for setting up the proposed factory

In the evening , when Pherwani returned to his hotel , receptionist handed him a letter from SDA ,

>     confirming SDA willingness to form a JV with L&T

>     allotting the factory plot selected by Pherwani

>     enclosing a cheque ( drawn in favour of L&T ), towards SDA's  contribution to the equity capital of proposed JV

Sure ,  difficult to beat  !

But not impossible , considering that the person propelling Singapore's current " Business Friendliness " is also , a person of INDIAN origin !

That person is Mr Tharman Shanmugratnam , Singapore's Finance Minister since 2007 and Deputy Prime Minister since 2011

Can MakeInIndia web site help to improve India's rank ?

Yes , of course !

By hand-holding a Foreign Company , right from the moment its executive visits MakeInIndia for the first time , till its Indian factory starts producing

By monitoring and controlling the entire process / journey , using the SCREENS ( A / B / C / D / E / F ), shown in attachment ( proposed DIPP ADMIN page of MakeInIndia web site )

By alerting thru automatic SMS - Emails ( within ONE MINUTE of any transaction on MakeInIndia / B2B web sites ) , those " Agents of Change " , viz :

>     Industry-specific God-father of DIPP

>     India's Ambassadors / Consuls / Trade Commissioners , posted in the country of the interested Foreign Company

>     Industry Secretaries of Indian States where the factory is proposed to be put up

>    Other Central / State Government departments / Ministries , concerned for various approvals

Can you imagine the pleasant surprise of those Foreign Company Executives , who receive calls of help from these Agents , TWO MINUTES after the transaction  ?

We like to hear that India is a Software Superpower ; that 21st Century is going to be the Indian Century

But that won't happen without breaking out of the obsolete ways of working / paper-pushing

As our PM , Shri Narendra Modi says ,

" Government should not get into business itself : it should facilitate business "

In itself , MakeInIndia web site is a great initiative where Foreign Companies can find , almost all the info re Investment Opportunities in India

But can we turn MakeInIndia , into something far more effective ( in attracting Foreign Investments ) than a mere " Source of Information "  ?

For example , can it be made into a " Hand - Holder " for a Foreign Investor , all the way till he actually starts production in India  ?

Can ADMIN page of MakeInIndia be made to look like a ,

>    Flight Deck of a fighter plane  ?

>    Dashboard of a Supertanker  ?

>   Control Room of a Power Station /  Refinery  ?

With DIPP officers constantly watching ( on the ADMIN page ) , the activities taking place ( eg: Registrations on MakeInIndia web site  and  Messages being blasted from B2B web site )

And then assigning a specific officer to act as the GOD FATHER of each Foreign Company registering  and requesting some kind of " Assistance " ( see Section I of FORM DESIGN )

The ADMIN page should have :

>      Year / Month / Date wise ,  search and display

>     Foreign Company-Name wise , search and display

>     Indian Company Name wise , search and display

>     God-father Name wise , search and display

>     Foreign  Country - wise , search and display

>    Type of Assistance Requested-wise , search and display

>    Message-Recipient Indian Company-wise , search and display


Some 50 years ago , when Admiral Rickover ( of US Navy ) , floated a tender for the first nuclear warship , he insisted that only bids accompanied with a PERT chart , will get considered

He understood that building a nuclear warship is a PROJECT , where PERT ( Project Evaluation and Review Technique ) was the key to timely completion

He was right  !

Since then , each and every major US Govt tender insists on the bidder to submit a PERT chart

This is a major reason , most US Govt projects do get completed ON TIME

It is no different with a Foreign Investment Project - which , in my opinion , must be accompanied with a PERT chart , clearly displaying , the CRITICAL PATH

There is no insurmountable difficulty in monitoring each Foreign Investment Proposal on MakeInIndia , using a PERT chart

If India wants to improve its , " Ease of Doing Business " rank from 142 to 42 , this could be THE way forward
