Dear ,
Ø Shri Rajnath Singhji ( 17akbarroad@gmail.com / contact@rajnathsingh.in / rmo@mod.nic.in )
Ø Smt Nirmala Sitharamanji ( appointment.fm@gov.in / fmo@nic.in )
Ø Shri Piyush Goyalji (piyush.goyal@gov.in )
Friends,
Today , you will meet to draw up the BJP’s Election Manifesto – 2024 . Before it gets finalized , many more meetings will follow
When ready , it will get uploaded on BJP web site and news papers / social media will publish it’s summary
Question > How many of our 97 crore voters will take the trouble to go through it ? – each and every “ promise / resolve “ listed therein ?
Not more than a handful if it is anything like your 2019 Manifesto running in 45 pages
But millions will read it – and debate it – if it is in the form of the following tabulation, where I prepared a concise summary of 101 easily understood items :
Ø Simple Summary of Sankalp ………………….. 10 April 2019
Subject - wise Breakup of Summary Tabulation :
# Agriculture / Farmers ………………….. 17 items
# Economy ………………………………………. 23 items
# Infrastructure ………………………………… 12 items
# Health ……………………………………………….6 items
# Good Governance ……………………………13 items
# Yuva Bharat …………………………………. 7 items
# Education for All ………………………….. 11 items
# Women Empowerment ……………………. 7 items
# Inclusive Development ………………….. 10 items
TOTAL ………………………………………………… 101 items
Next :
Ø If prepared as per tabulated SUMMARY described above, no doubt voters will read the manifesto
But :
Ø Will they believe it as anything more than your “ Pious Declaration of Good Intentions “ ?
They would, if they could also SEE a definite ACTION PLAN as described below ( reproduced from my April 2019 email to you ) :
ACTION PLAN for
· Divide / break-up the Sankalp Patra , into individual items ( within 10 days of assuming office )
· Assign each item implementation to ONE minister ( no collective responsibility / one man accountable )
· Within 10 days of “ Assignment “, ministers to submit following “ Sankalp to Sampanna “ form to the PMO and , after approval ,
publish on its own web site :
Sankalp Item | Full description |
Targets | Quantitative / Measureable targets for each of next 5 years |
Monitoring Agency | Name of “ government-independent”, THIRD PARTY agency ( Eg : Think Tank / Academic Institution / World Bank / IMF / International Rating Agency etc ) |
Data Sources | List of “ Govt Records “ accessible to the Agency |
Publication | Web sites of Ministry / Agency to display “ Target vs Achievement “ , quarterly |
Public Feedback | Online / mobile based ,“ Survey / Opinion Poll “ for public to provide its own “ rating “ (1-5 scale ) of the Minister’s performance ( once a quarter ) |
I think such an ACTION PLAN is what our dear PM Shri Modiji has in mind when he talks about 100 DAYS ROAD-MAP
When 97 crore voters get to SEE such an ACTION PLAN , they would believe in “ Modi Guarantee “ and press the button against the Lotus
With regards,
Hemen Parekh
