RE: SELF ADVERTIZING BLACK MONEY ?


Dear Friends :

My proposal has nothing to do with any " transaction " - big or small

The RFID embedding only enables the Authorities to " Zero-in " on any " accumulation " of a pre-stipulated aggregate AMOUNT  , in any 1 sq meter space , anywhere in India

In my yesterday's blog ( Well Begun is Half Done ) , I have provided further Safety Features , in order , not to harass innocent , law-abiding citizens

If not my proposal , then I hope , at least what Amin proposes , does come through

In the meantime , you may like my today's suggestion , below ( sent to all NDA Ministers )

Fak - e - Mon

In India , fake / counterfeit money , is a big problem , with hundreds of crores worth of fake currency notes ( mainly Rs 500 / 1000 ) , in circulation


In 2015 alone , 632,000 pieces of fake notes were seized ( may be 5 % of those in circulation )


Bank branches do have table-top machines to detect fake notes but for ordinary citizens , it is next to impossible to figure out whether a note is fake or genuine , despite introduction of some security features recently


Is it possible to enable ordinary citizens to detect a " forged / fake " note, in matter of seconds in a foolproof way ?


Yes . By taking cue from Shri Narendra Modiji's JAM ( Jan Dhan - Aadhar - Mobile )


Here is how :


#  A secret / hidden / unique Serial Number , to be embedded / printed, in the images of all Rs 500 / 1000
    currency notes, using Steganography ( art of " hiding in plain sight " ) . This could be IP V 6.0 URL number


#  Govt to develop a mobile app , to be aptly called , " Fak-e-Mon " and insist its pre-install on all smart phones


Fak-e-Mon can also be downloaded from Android / Apple Stores


Fak-e-Mon can be activated by the phone-owner , only after entering his ,

    *  Jan Dhan account number ( J ) /   Aadhar Number ( A ) /    Mobile Number ( M )


#  Whenever presented with a Rs 500 / 1000 note for payment , a citizen simply takes a photo of that note with
    his mobile . He has to do nothing more !


Fak-e-Mon transmits that photo to the Central Server of the Treasury which has the MASTER DATABASE of
    those unique Serial Numbers of Rs 500 / 1000 currency notes . Software compares the Serial Number sent ( as
    photo )  with the Database and determines whether that note is Genuine or Fake


#  This information is instantaneously relayed back to the sender and appears as a GREEN dot ( for genuine note )
    or RED dot ( for fake note ) , on his mobile , so that he can refuse to honour it !


    Fak-e-Mon also transmits the GPS location of the place of transaction , to figure out " where " are these fake
    notes entering the circulation


#  Central Server records / logs , full details of ALL the good and ALL the fake notes processed through each Fak-e-
    Mon / mobile phone , to develop CURRENCY VELOCITY and CURRENCY MAP of India



Why would ordinary citizens take the trouble of using Fak-e-Mon ?


Sure , so that he does not get stuck with " fake " notes which no one accepts


Good incentive , but not enough !


But tell him the following and see what happens !


" Dear Citizen :


  Every time , your phone / Fak-e-Mon , transmits ( to the Central Server ) , an image of a FAKE currency note ,
  your Jan Dhan Bank Account will get credited as follows :

  *  Rs 5 / - for detecting / catching a Rs 500 fake note

  *  Rs 10 / for detecting / catching a Rs 1000 fake note



Still not good enough ? No problem


Just print those unique / hidden Serial Numbers on currency notes with INK containing RFID micro-sensors

( Yes , these are nano-scale , so no problem to flow with ink ! )


  
Then tell millions of unemployed young Indians :

"  Go out on the streets of your city with your GPS / NFC enabled and Fak-e-Mon installed smart phones


   As you keep walking , now and then , on your mobile's screen , you will see images of FAKE currency notes
   popping up , out of the pockets of total strangers ! Just touch those images and earn Rs 10 !


  ( of course, instantly deposited in your Jan Dhan Bank Account ! Only DBT - no cash ! " )


 Pokemon is so passe ! Fak-e-mon is THE FUTURE !

Soon after the IDS closes.  The government shd demonetise 1000 & 500 notes and give another opportunity to general public to declare upto 15 L and convert cash into bank deposit  fxd for 3 yrs. at 6.5 % pa. within 7 days of such date of demonetisation

I agree that cost of RFID sensors may not be a factor, nor is the Server time. But we(Government) should be focused on its primary objective, which is to tackle Black money. That can only be ACHIEVED BY TARGETING HIGH VALUE TRANSACTIONS. Trying to achieve too much will only lead to dissipation of efforts.

Thanks for raising these questions

* I believe , currently RFID sensors are available for around 50 p but that could easily go down to 10 or even 5 p , should govt accept my suggestion

Remember that Piyush Goyal was able to bring down the price  of an LED bulb from Rs 365 to Rs 60 per piece , by floating tenders for 250 million bulbs !

*  Tracking is neither " too much work or server time " even if govt were to decide to embed RFID sensors in ONE RUPEE notes ! CLOUD servers of Google / Amazon etc are capable of tracking billions of transactions per SECOND !

*  It would be entirely for the government how it wants to use RFID technology

If the purpose is limited to elimination of BLACK MONEY , tracking large value transactions would suffice,

but ,

if the purpose is to create those " Currency Maps of India " , then even a Rs 10 transaction can be easily and automatically , tracked

Basically, your proposal of placing an RFID chip in each  high denomination note is a good idea to check black money. I have some queries/ suggestions.
1. What is the cost of the chip and of tracking it.
2. Would not tracking each transaction for each note mean too much work and server time?
3. Why not track only transactions above a certain value say Rs 1 lakh, so that you are looking at only large cash transactions and not day to day shopping , eating etc.

" Black Money Window : Tax dept launches Rs 100 cr ad campaign "

As per that report , Rs 100 cr will be spent to advertize government's Income Declaration Scheme as follows:

#  Printing of the Scheme details on the back of boarding passes of 7 airlines

#  Printing details on Railway tickets  ( First Class / II tier A/C )

#  Promoting 3 minute videos on Youtube , Twitter , Facebook and other Social Media platforms

#  Asking tax officers to circulate videos on WhatsApp to their contacts

#  Conducting Town Hall meetings / Issuing of book-marks / Ads in Shopping Malls - Clubs - Showrooms etc

#  Posters in regional languages at stalls / local fairs in tier II / III cities


Dear Policy Makers :


NDA government has repeatedly said that this is a " One Time " window for the BLACK MONEY holders to come clean


It follows that this proposed spend of Rs 100 cr , is also a " One Time " expense and this advt campaign will stop on September 30 , so that the black marketers can resume their activities , as before !


But how about spending that money to embed RFID micro-sensor into 1000 cr individual notes of Rs 500 / Rs 1000 ( @ 10p per sensor in each note ) ?


And enable those high denomination notes to advertize their GPS locations ( 24*7 ) , to the Income Tax Department , as soon as they manage to connect with internet anywhere


And , like me , if you consider that permanent elimination of BLACK MONEY takes precedence over any privacy concerns of our citizens , then also implement a Mobile App - OMNI , ( like TraiMyspeed app of TRAI ) , which will enable the Government to track physical movement of each and every high denomination note as it moves from one pocket to another pocket ? ( see my yesterday's blog : March of the Algorithm )


If we sincerely want to save those 1.2 million Indian children ( under age 5 ), from starvation deaths every year , we must not bother about the privacy of those who have stashed away Rs 340 lakh*crore of BLACK MONEY locally , ( ten times the amount of illegal undisclosed assets of Indians , abroad )


Let me remind you that none of the following have any " Privacy Concerns :

400 million people under the Poverty Line ( who don't carry , even a Rs 50 note in pocket ! )

200 million unemployed desperate youth ( fodder for militancy - drug abuse - street robberies ! )

100 million who go to bed every evening without a meal ( your Advts won't fill their stomachs ! )


How long do you want to continue " begging " these  BLACK MONEY  holders to " oblige " you ?

Just implement my suggestion and watch them " beg for mercy ", even as they gorge out those Rs 340 lakh*crore , in 6 months !
