Ø BMC disburses loan to 10,000 hawkers under PM SVANidhi ……………..[ HT – 24 Sept 2022 ]

 

Extract :

 

Sanjog Kabare,  [ac.e@mcgm.gov.in  ] deputy municipal commissioner (special), said,

 

 

“Hawkers will first have to enrol themselves on the central government portal.

 

We will then recommend them for the benefit. This loan isn’t just for licensed stall owners but also for hawkers who want to set up their businesses.”

 

 

Hawkers ,

 

#  who have been issued identity cards and

 

#  also those whose survey has been conducted but have not been issued a licence

 

-       are eligible for the scheme.

 

 

The loan is for purchase of vegetables, fruits, food articles, bread, eggs, foot-wears, clothes, handicrafts, stationery, pan stalls, and books among others.

 

 

“This scheme was started during the Covid-19 pandemic to help people who lost their businesses.

Already 20,000-odd hawkers have applied for this loan and 10,000 have got it. The remaining applications are in process,” Kabare said.

 

As per the scheme, the loan will be given for a period of one year. Those who repay in time will be eligible for an additional loan. A grant of 7% interest will also be deposited in their accounts quarterly. Online payments will attract cash back incentives.

 

 

My  Take :

 

BMC deserves congratulations for this timely help to hawkers under PM-SVANIDHI scheme

 

Unfortunately, the scheme suffers from a glaring shortcoming in respect of “ Eligibility “, which is restricted to :

 

“ Hawkers who have been issued identity cards and also those whose survey has been conducted but have not been issued a licence are eligible for the scheme. “

 

In my several earlier e-mails, I have pleaded to define “ eligibility “ as :

 

“ Any unemployed ( whether issued a ID card or NOT / whether surveyed in the past or NOT ), who wants to take up hawking for eking out a livelihood , by becoming Self-Employed “

While sanctioning loan, it must NOT be denied even if a vendor is UN-LICENSED  !

 

In fact , in my earlier emails, I had advocated granting this loan to ANY unemployed person , who wants to take up “ Street Vending “ as a trade , with no prior experience in Street Vending !

 

And, lastly, please re-consider that condition ( of a person being a Vendor on 24th March 2020 )

 

 

Please give this loan to ANY unemployed person who wishes to become a Street Vendor

 

 

There is no other “ trade “ which 12 million unemployed can start with an investment of just Rs 10,000 !

 

 

Let us honour the “ Dignity of Labour “ , of those wanting to become Self Employed

     Hawkers have as much of a “ Right to Live [ RTL ] “ as anyone of us . From that right

     ensues that subordinate right :

 

     To peacefully pursue a legitimate vocation to earn a living

 

Ø Street Vendor Loan Scheme ………………………………………[ 14 May 2020 ]

 

Extract :

 

This means, on an average, each “ Unlicensed Street Vendor “ ends up paying a “ Daily Hafta “ to the police, of say, Rs 50  { 3 lakh vendors paying Rs 150 lakh }

 

 

But ( I suppose ) , as soon as he gets that Vendor Loan of Rs 10,000 , in essence , the government accepts him as a legitimate vendor and he gets a RIGHT ( official permission ) to sell on the streets

In other words, he becomes a LICENSED vendor , who need not pay daily hafta to police !
