A Battery Swapping Policy for Battery-Powered Solar Cookers ?

A few months back, Dr Harish Hiraniji ( Director, CMERI / director@cmeri.res.in ), handed over the CSIR-CMERI developed Solar DC Cooking System to the Asansol Braille Academy, West Bengal today
The CSIR-CMERI developed Solar DC Cooking System is a Solar Energy based Cooking System which consists of solar PV panel / charge controller / battery bank and / cooking oven.
When developed and sold commercially, this system is expected to sell for Rs 70,000
I figure the following are the main cost elements :
# 1.3 KW Solar PV panel ………………………….. Rs 40,000
# (48 V,100 Ah ) Battery Bank ( 4x12V )…. Rs 27,000
# DC operated Cooking Oven………………………. Rs 3,000
My Suggestion :
Let the Govt tells those 250 million families which are currently using a Gas Stove + LPG Cylinder :
“ Even now, you don’t own the LPG cylinder ( which STORES the energy ). You only pay for the amount of LPG
gas . Unfortunately, country spends Rs 70,000 Crores EVERY YEAR to import LPG and give you at a
subsidized rate ( at Rs 450 for Rs 950 market price - almost 50 % of the free market price )
We are about to announce a BATTERY SWAPPING POLICY for electric vehicles ( mostly 2W / 3W ).
We propose that this policy ALSO covers batteries needed for CMERI developed SOLAR DC Cooking System
So you need to buy only the “ DC operated Cooking Oven “ ( costing approx. Rs 3,000 )
No need to buy / own that 48V – 100 Ah, battery bank . Nor do you need to buy / install rooftop Solar Panels
You just go to your nearest Energy Operator ( EO ) and “ lease “ that battery
When it is about to get discharged, take it back to that EO and swap it for a fully charged battery !
Convert from “ Ownership “ to “ Service “
Of course, we will continue to subsidize your “ Battery Swaps “ ( max 12 / year ) at Rs 400 per swap ( which amount will be linked to the ex-factory battery price and will go up or down in some proportional linkage )
We are also thinking to subsidize your purchase of “ DC operated Cooking Oven “

Ø Now with the recent regulations, customers in India can buy a vehicle without a battery and take it on lease from an Energy Operator ( EO )
Ø Charged batteries are leased from the outlets of Energy Operator ( EO ) – when the battery drains , the user can visit any EO outlet , swap the discharged battery with a charged battery and pay for the electricity consumed
Ø The entire process of battery swapping for E2W takes three to five minutes, imitating the fuel pump experience
Ø Battery swapping technically converts the capital cost of the most expensive component of an EV , ie. the battery, to an operational cost
Ø Battery swapping customers can subscribe to monthly or annual battery swapping plan or adopt a pay-per-use model per their needs
Ø Batteries for vehicle categories such as 2W's and 3W's are best suited for swapping. These are light in weight ( < 10 Kg ) and can be easily swapped by the vehicle users
Ø THIS IS SOMEWHAT SIMILAR TO HOW WE USE LPG CYLINDERS IN INDIA. HOUSEHOLD OWNERS NEVER OWN THE CYLINDERS
My Suggestion to be evaluated with following figures :
Ø At present, Govt subsidizes the use of LPG cylinders for families earning less than Rs 10 Lakh / year
Ø Govt directly transfers this subsidy amount into the bank account of the eligible users, once a month ( for 1 cylinder / month = 12 cylinders / year )
Ø Free market price of an LPG cylinder = Approx. Rs 950
Ø Subsidy Amount per cylinder = Approx. Rs 450
Ø Hence, total Annual Subsidy = Rs 5400 ( 12 x 450 )
Ø Price of an ave. 2 burner gas stove = Rs 1500 ( Range of Rs 1000 – Rs 2000 )
Ø Weight of a LPG cylinder = 14.2 Kg
