Without doubt, a “ Candidate Search / Shortlist “ tool , of the type that you describe, can be very useful for head-hunters / recruiters – especially if it is accompanied by :
Ø Some kind of a SCORE ( look up > MATCH INDEX ALGORITHM )
Ø Reasoning of why they fit the role
Displaying those shortlisted resumes in a “ Descending Order “ of some SCORE , can vastly speed up the shortlisting process, since now , the Recruiter would need to “ Open and Read and Assess “, only ( say ) 10 resumes instead of 50 resumes
But then a close match between a given “ Job Descriptions “ – and a given RESUME, is just NOT sufficient to reach a conclusion about the suitability of a particular person for a given vacancy
Job Descriptions are full of “ Skill related “ keywords – full of fancy jargon , capable of a “ Good Fit “ with any “ Cleverly written and sufficiently vague “ Resume !
Most resumes are a good example of “ Application of Imagination “ !
If your proposed SaaS tool is going to STOP at this ( Ranking / Match-making of Keywords ) , then I believe it may be no more than “ also ran “ !
If your tool has to vastly exceed existing tools in the market , then it must be able to generate graphical profiles as shown at:

I have a few questions about my SaaS app and would really appreciate your input.
If you were given a tool, like a search engine, to find candidates by inputting a job description (in natural language) and receiving a list of potential candidates, along with a score and reasoning for why they fit the role, how valuable do you think that would be? Do you feel it would add real value?Also, regarding the surprise-exam project, I’ve started developing the backend service for creating tests and managing the state that stores all student responses for a specific test. My aim is to complete the development by October 5.
