I was in error when I figured 3 paise per mail . Even their original offer works out to 4 paise each , if get is also added 

Phone Rohan and tell him that both of his offers - original and the revised - are unacceptable and if he wants to pursue this matter then he should come back with some thing better by tomorrow

In the meantime , by 11 am , send me a comparative ( apple for apple ) tabulation of all 7 parties on paise per mail v

Basis ( inclusive of all taxes )

List plus and minus points of each offer , commitment to be made from our side ( costvand time ) and your recommendation giving reasons why
