Suggestion to reduce one plane was only “ light-hearted “ – just to link up two French companies
Main point is what you raised, viz: Surely govt can find Rs 1300 cr for installing 10,000 CCTV cameras ( with algorithm ) in each of 1300 cities , for enforcing Social Distancing
I also realize that installing 1.3 million CCTVs , all over 1300 cities, could well take 5 years !
But , if we do not make a beginning NOW , 5 years from now when another deadly virus strikes ( high probability ), we would be unprepared !

There is a reason for buying 36 jets. One squadron constitutes 18 aircraft; so they have bought 36 to make 2 squadrons. You can’t reduce one aircraft from a squadron, even if agreement provides for it.
I am sure GOI can afford to spend additional 1300 crores for a very useful tool to fight Corona.

Extremely good suggestion to reduce 1 quantity of Rafale Jet, so as to purchase Social Distancing Detector Algorithm,
for keeping tracks of crowds across India. This will be a great aid to policemen, a large number of who are probably
in the age group of 50 + and therefore at a greater risk of contacting the virus. The key to controlling the Virus, is to ensure
that Social Distancing is adhered to, and, given the vast territory of India, it's an almost impossible task, without the aid

Sundry politicians raised hue and cry over Government's Rafale Fighter plane deal with the French company Dassault Aviation , for 36 jets ( 3 delivered so far - balance by April 2022 ) .
Each plane costing, approx Rs 1300 crore
I am urging Govt to :
> Reduce quantity to 35 ( down by 1 )
> Use Rs 1300 cr saved to purchase SOCIAL DISTANCING DETECTOR
algorithm from another French company, DATAKALAB
> Install this algorithm on 1.3 crore ( 13 million ) CCTV cameras to be
purchased / installed in 1300 of our bigger cities
It is just like posting 1.3 cr policemen to watch over ( expected ) crowds , gathering in public places , all over India , in the weeks to come
By installing this technology, we may not need , more than 100,000 human CONTACT TRACERS for contacting / isolating , potentially infected persons
Right now , we have to fight an Internal / Invisible enemy , for which , sacrificing ONE Rafale fighter , is a small price to pay

Hey Mr Macron, Can we exchange Rafale with Algorithm ?
India has ordered 36 Rafale fighter planes from Dassault Aviation of France , each costing approx. $ 200 million ( approx. Rs 1,300 cr )
By Nov 2019, only 3 planes have been delivered. Delivery for rest will stretch till April 2022
No doubt, that acquisition will help us fight / repel external enemies, coming in over borders
But what we need RIGHT NOW is a weapon to fight an INVISIBLE / INNER enemy called Corona, which is silently / secretively attacking 130 crore Indians
Corona invades and hides inside human bodies and revels its presence through raised body temperature / persistent coughing / sore throat etc . But such revelation takes 10/15 days !
Till then, the only way to stop an infected persons from spreading the disease, is to make them wear masks and maintain a distance of 6 ft from the nearby persons
So far ( until vaccine / drugs prove effective ), these are our only WEAPONS
On the very first day of Lockdown 3.0 yesterday ( 4th May ), TV showed huge crowds of people gathering at small public places, often rubbing shoulders with one another – and without wearing masks !
As the lockdown gets further relaxed over the next few weeks, we can expect this situation to get worse
In our densely congested cities,
Ø 100 % observance of “ mask-wearing / social-distancing “ is difficult

Ø Posting millions of policemen to catch those breaking these rules is impossible
Ø
To overcome this limitation (of no. of policemen being able to catch the rule-breakers ), government has introduced mobile app Aarogya Setu and ordered all employees ( both, in Govt and in private sector ) to download it.
Govt targets 30 crore downloads by June
Soon , Aarogya Setu will carry an E-pass feature , for citizen seeking permission to move out of their homes ( hopefully , replacing a plethora of permanent / temporary permissions that a citizen needs to seek today, from dozens of different agencies – including permission to attend their offices / factories / shops / establishments , which are permitted to open )
But we must not rely upon Aarogya Setu alone , to do the AUTOMATED policing of rule-breakers and ALERTING the police / health authorities
We must resort to CCTV camera based technology to identify the rule-breakers and alert the police
Fortunately , such a technology is readily available from the FRENCH company, Datakalab
French resort town of Cannes ( famous for its annual film festival ) has just installed this technology

SUGGESTION :
Ø Let us ask French President Mr Macron, to deliver only 35 Rafale ( instead of 36 )

Ø In lieu of one Rafale ( Rs 1300 cr ), request him to install Datakalab algorithms in CCTV surveillance cameras in 1300 of our bigger cities ( out of our 10,000 cities with population of 1 lakh + )

Ø That amounts to an allocation of Re 1 crore per city, for “ algorithm “ ( not including the cost of CCTV camera hardware )
Ø
Ø Assuming that Datakalab algorithm costs Rs 1,000 per CCTV , we can fortify 10,000 CCTV cameras , in each of these 1300 cities
QUESTION :
Ø What is the use of Mr Macron acceding our request when all of our Police Departments put together, have no more than 427,000 CCTV cameras installed so far, all over the country ?

Ø Should not we first purchase and install , 1.3 cr ( 13 million ) CCTV cameras in these 1300 cities ( at 10,000 per city ) ?

Ø Assuming a CCTV camera costs Rs 2,000 , this would need spending Rs 26,00 cr - a big boost to our CCTV manufacturers

Ø Although the Central Government has ordered that all PRIVATE SECTOR companies ( including 65 million MSMEs ? ) must ensure that their employees download Aarogya Setu app., how will government enforce this ?
Ø Does government have any MASTER DATABASE of “ Company-wise Number of Employees “ ? – which is not static but dynamically changing EVERY MINUTE ?
Ø Is there a way by which Government can get these millions of companies to , not only submit their EMPLOYEE DATA but also update it dynamically as changes happen ?

It is quite possible that some politicians, out for winning some brownie points, will challenge in the Supreme Court, government order for mandatory downloading of Aarogya Setu
By modifying Aarogya Setu to incorporate MOBILE-BASED ATTENDANCE RECORDING of employees , there can be no challenge that can be upheld by the Supreme Court
It is merely a DIGITIZATION of the existing process of ATTENDANCE RECORDING , which has been enshrined in Payment of Wages Act / Factory Act / Shop & Establishment Act etc. for decades
