At the outset , many thanks for your

To answer your questions :
100 % of the persons crossing the tracks , carry
a mobile phone ( may not be a smart phone )
I have no doubt about Authority permitting , as
long as the EMP does not hurt the jaywalker but only “ kills “ his mobile
! Even Supreme Court will endorse this “ benign “ solution
Along a few kilometres of Mumbai tracks , walls
were built on both the sides a few years ago, but over a period of time,
slum-dwellers living on either side of the tracks, made holes in those walls
Recently
, Railway authorities have built 4 / 5 , ROB ( Rail over bridges ) , which
people use only sparingly , since crossing the tracks without having to climb
stairs is so much easier and saves a few minutes of time ( crucial when the
train you want to board is approaching ! )
Then
, last week , there was news that Railway Authority is planning to construct
walls along some 500 km of train tracks on 1340 km long , Mumbai – Delhi route
, wherever it passes through towns
That
will cost Rs 500 crore ( at Rs 1 crore per km = Approx $ 154,000 per km )
Going
by the past record of the Railways in such matter , even if this project passes
all approval –and opposition from vested interests - , it will take 3 / 4 years
to materialize !
I
have a feeling that EMP based system will cost much less ( per km ) , since ,
on both the sides of the tracks , 30 feet tall poles are already existing,
supporting cross-members ( girders for supporting overhead electric cables )
It
would also be much faster ( a matter of 6 months ? ) to install those EMP
devices on top of these poles and there would be no worry about sabotage /
damage by the jaywalkers !
As far as “ Fencing “ is concerned , obviously “
Electric Fences “ are out of question since Opposition Political parties will
use this for “ Scare Mongering “ !
On
the other hand , since State Assembly Elections are due in Maharashtra , next
year ( along with National Election for the Lok Sabha in May 2019 ) , an EMP
based solution would be an absolute “ Vote Grabber “ ! Both the
governments would jump for it !
If
I am not wrong , invisible Radio Frequency fences have following limitations
:

Jaywalker to carry a ” Receiver “ ( I presume , Mobile itself could be one )
#
Laying underground ( or overhead ? ) cables on both the side of the tracks to
create a field
#
Only a “ Warning Sound “ ( when crossing ) but no permanent damage to
cell phone
Most important thing is the practical
feasibility of using a low powered EMP as suggested by me – something which only you can confirm , with
your vast knowledge of the subject matter – and information on commercial
availability of such inexpensive devices

digital devices?
Will the authorities permit such an EMP device?
Why nit erect barriers/fences where people cross train tracks.
In America, people erect even invisible fences to keep animals
out of their properties.

Dear Dr Giri,
You may be in a position to save the lives of some
2,200 persons who die each year by getting run-over by the local trains in
Mumbai , while crossing the tracks on foot
In the last 10 years , some 22,289 persons lost their
lives this way
For more than a year , I have written to the Railway
Minister to examine my following suggestion on
how to save those lives
Following are those emails
In short , I have suggested :
Along the tracks , at every 100 meters , mount on some
pole ( on both sides of the track ) , a small black box , containing ( among
other electronics / CCTV camera / GPS etc ) ,
A LOW POWERED EMP DEVICE
As soon as a jay walker approaches the track ,
this EMP will send out a pulse which will fry the electronics of the smart
phone in his pocket ( without causing any injury to the person concerned )
I call this : A
DIGITAL DEATH
If this can be pulled off , that news will go viral
and no one will venture near the tracks any more !
Is this possible ?
If you think it is, then I would sit in a “ hunger
strike “ ( although, I am close to 85 ) , till Shri Piyush Goyalji ( our
Railway Minister /
) agrees to meet me
