Subject: RETURNS TO BE FILED UNDER LABOUR LAWS

Dear Deshmukh ,
You will recall my talking about a compilation of the RETURNS to be filed under various Labour Laws , which you had compiled some 35 years back, when both of us worked at L&T ( Powai Works )
For past few months, there is a lot of talk about simplification of labour laws , to improve our “ Ease of Doing Business
Such simplification is progressing along following lines :
#  Eliminate obsolete laws
#  Combining a few to reduce the numbers
#  Making these “ liberal / less stringent “ as far as compliance is
    concerned

As far as the last point is concerned , it would be great if the number of returns that need to be filed ( by the employers ) , is vastly reduced

And if it is a MUST , to enable ONLINE filing
I have tried to put together , different lists of our Labour Laws from different sources, as seen below
Against each , we need following info ( in a tabular fashion ), as you had compiled earlier :
#  Name of the RETURN
#  Frequency with which to file /submit ( Monthly-Quarterly–Annually )
#  Date / Month by which to file
#  Filing Authority ( Factory Manager / Occupier etc )
#  If ‘ Offline “ filing , then Name / Address of Govt Agency to whom to
    Send
#  If “ Online “ , URL of the website where to upload
#  Nature of Company / Organization which is obliged to file
#  Any thing else that comes to your mind

I realize that you may not have time to undertake this exercise on your own
But , may be someone in L&T ( trainee in Personnel Dept ? ) could easily compile such a tabulation , in 2 / 3 days
Even, this could be a tiny “ project / assignment “ for some student of a Management College , doing his / her MBA ( HR )
In fact , ideally , such a tabulation should be prepared by institutes such as NIPM / ASSOCHAM / CII / FICCI etc , for the benefit of its members
Such a tabulation can provide a BASIS for such institutions for starting a dialogue with the Central Govt / State Governments / NITI Aayog
Please , let me know the possibility to come up with such a tabulation within 3 / 4 weeks
You will be doing a great service by doing so
Regards
