Sorry for the delayed response. I was busy writing on the
proposed general strike on January 8-9.
Many thanks for sending me your response. I understand
your "practical" concern as to how the employers could enable
participation in the decision making process. there are several ways, the
primary being collective bargaining. There could be several bi-partite
committees which could be established CLEARLY in consultation with and engaging
the recognised trade union(s) or negotiation council (if there are multiple
unions) covering various activities of the firm, be they be technical,
organisational restructuring, welfare, performance measurement, etc. yes,
there could be hazards but that is where the management excels in innovation
and building up of trust. the latter is a real test character of IR in a
firm. In Pune belt there are several firms which have done it. the
very institution of concession bargaining which gained currency during the
2000s esp. since the financial crisis in 2008-09 is an attestation of unions
participating in both good and bad times.
I am not saying for a moment saying that every trade union
is good or bad. but research shows that the probabilities of better
outcomes are higher when trade unions are consulted.

I am not sure whether any of the current professors would
have been around, may be Prof. Pranabesh Ray would have been there as a student
of PMIR?

1979 – 1987 ) when I was General Manager ( Powai Works ) of L&T , I tried
to find an answer to this question , through hundreds of meetings with the
Union Leaders but also through sending out communiques ( individual copies to
each of 7,500 employees at Powai – in English and Marathi )
