the prime Minister to intervene digitally and ask the officer concerned to
explain the delay or expedite decision- making.

Enable
DIPP to intervene digitally and
expedite decision-making by the State Industry Secretaries.

PM’s
interventions appear in bright RED on the officer’s screen. Cabinet
secretary’s interventions also appear in Red.
|
In
the PERT Activity- Schedule
Tabulation, DIPP will “flag” the
activities, lying on the CRITICAL PATH.
|
Warning
from other bosses-such as department Secretaries or State Government Chief
Secretaries appear in other colors.
|
Departments
other than DIPP, will also “flag” ( in
different colour), those activities where decision/ action is required by
them. (on PERT Activity- schedule
Tabulation.

Before
the warning, come the Alerts.
|
For
each “EVENT” on the PERT chart (indicating completion / end of an “Activity” ,
there will be a MOST LIKELY COMPLETION
date).
A
few days before this date, a ALERT email will
automatically get sent to the department / officer, responsible for
completion of the preceding ACTIVITY.
|
The
moment a job is assigned to a department, text messages and “E-mail Alerts”
go to all officers responsible for delivery, and (to) their top bosses.
|
Every
“ Interest Message ” (from every
Foreign Company ) will be assigned as a TASK
for some or other DIPP officer.
Rules
will be framed for “assigning “ this automatically .
As
soon as “assigned” ,a Email Alert will
appear on the PC of the concerned officer.
|
A
unique Identity Number is also automatically generated for each task. This
number allows easy digital tracking of a Projects Progress.
|
“Ditto”
for each “Interest Message”.
|
Every
electronic file movement can be monitored at the click of a mouse… and the
system allows a boss to retrieve the file’s journey at any point of time.
|
Physical
Movement of files is Not envisaged an “Make In India”
portal.
|
e-SamikSha,
is both, a project Monitoring system as well as an audit trail of the
bureaucracy’s efficiency.
|
Like
e- SamikSha , CONTROL PANEL of “Make In India” too, will serve as a Project
Monitoring System.
Any
delayed decision (by any assigned decision-maker) on the CRITICAL PATH activity, will get
automatically transformed to the concerned officer’s ANNUAL PERFORMANCE REVIEW.

Over
400 initiatives, project and action points are already being digitally
monitored thru e-SamikSha.

We
can expect to monitor, hundreds of “ Interest
Messages” from Foreign Companies, at any given point of time.

There
is a Centre- State module in e- SamikSha to cope with, Co-Ordination issues.
Several States have a already started updating the status of “Action Points”
that need to be completed at their level.

On “Make In India” flight-deck, there will be STATE-WISE windows. Designated officers from
each state, will get access to his own STATE
WINDOW, (thru appropriate passwords), where he can monitor the PERT Charts for all STATE-related projects and also
be able to make appropriate entries.

Human
Resource Ministry has its own platform called “HRD- SamikSha.”

Other
ministries are also seeking to create their own versions of e-SamikSha for
intra ministry file movement.

Every
time an “Action Point” is added to this system, it generates a unique
Identity Number for the issue and allocates it automatically to the relevant
departments that need to act on it.

Every
time a meeting is held by these department on the issue, the decision is
updated on the portal and higher-level official can step-in at any stage to
give directions.

“Make In India” flight- deck, will have provision for
conducting VIRTUAL VIDEO CONFERENCES
(simultaneously), between DIPP
officer/ State officer/Foreign Company.
Any
concerned party may request for such a Video-conference, however, it will be
coordinated by the concerned DIPP
officer.
