Consenting is  Complicated

Following is a gist of a news report that appeared in MINT ( 10 Sept 2016 ) :

Government announces plan to digitize academic records
“ All educational institutions, including universities, will implement the scheme. It will be hugely beneficial for students,” the ( HRD ) minister said.

Degrees, diplomas, mark sheets, migration certificate, skill certificate, etc., will be digitized and put in the national academic depository ( NAD ).

Higher education secretary said the depository will share students’ information with anyone—like an employer or background screening firms—only after getting consent from a student. But companies have been complaining about frauds in job applications, including academic frauds, and because of the lack of a national system that can help them verify academic records online by paying a nominal fee.

The NAD will authenticate records, eliminate the menace of fake and forged awards without flouting privacy.

The ministry is looking to tag the academic records with the Aadhaar number to facilitate verification, e-KYC and retrieval.
While educational institutions will be registering the students data online, students can themselves log in to the NAD and put their previous academic records by linking their Aadhaar number and fulfilling an e-KYC. "

Without doubt , an excellent initiative
Issues to be considered :
#   How exactly will a jobseeker " GIVE  CONSENT " to a prospective Employer , to take a look at his Mark Sheets / Certificates etc  deposited online ( previous academic record ) ?
#   Will employer ( to whom jobseeker has applied for a job ) , get to access " Current Academic Record " of the applicant , without needing his " CONSENT " ?
#  How will these " PREVIOUS  academic record " ,  get  " certified as true "  ?
Suggested Procedure :
#  After registering and uploading his " PREVIOUS  academic record " in NAD , person uploading will need to click on a button ( VERIFY ) , against the Name of the College / University / Institution who he claims , has issued that Certificate

An E mail alert will go out to that Institution to login and verify ( either as " TRUE " or as " FALSE " )

#  When so verified ( by the concerned Institution ) , the concerned person will get an e mail alert ( either way )

#  Thereafter , student can access this NAD web page on his mobile ( through a Mobile App ? ) and show it to the prospective Employer , across the table , during interview
May be he can SMS / E mail that page to the Employer

OTHER  RELATED  ISSUES :
If a person has applied for a job ( by sending an email resume ) , should that not , constitute his " AUTOMATIC and IMPLIED  CONSENT " to the Employer to " ACCESS  " his academic record online on NAD web site ?    I think so

In that case , the job-applicant can just include in his Resume , a link to the relevant web page of NAD site , which the recruiter can click . This will prove very convenient for overseas recruiters

But what about " PUBLIC  at LARGE  " being able to " ACCESS " ( without needing any  EXPLICIT consent ) , the educational qualifications of ( say ) :
#   Candidates contesting all kinds of elections ( Lok Sabha / State Assemblies / Municipalities / Panchayats )
#   Government Officers ( persons holding office of profit )
#   Current Ministers / MPs / MLAs / Corporators  / generally , all Public servants
#   Consultants ( Doctors / Lawyers / Engineers etc )
The list can be quite long  !
And finally , what about persons who just won't upload their past educational records ?

What can / should be done to " motivate " them to upload ? ( since this is NOT mandatory )

Can they be prevented from freely accessing such records of others , UNLESS they have uploaded themselves ?
By requiring to " log in " into NAD web site , using User ID / Password , which is issued  ONLY AFTER  they have uploaded their own records ?
( I mean , their PAST records , since Universities / Edu Institutions are mandated for the FUTURE records of everyone )

Question :
Is a person's Educational Record , his own PRIVATE PROPERTY , or it ought to be something in PUBLIC DOMAIN ?

FILTERING CANDIDATE INFORMATION


Filtering   Candidate   Information  ?

Hindustan Times ( 19 Sept 2016 ) carries following news snippet :


" The rise of internet may have led to a decreased voter turn-out , owing to people facing a large pool of information and not knowing how to efficiently filter relevant knowledge , a study said

The internet has transformed the way in which voters access and receive political information , researchers said "



True , there are lots of web sites where you can find some ( - though rarely up-to-date ) info about candidates contesting elections


But consider this :

#  There are 543 seats in Lok Sabha and 4120 seats in State Assemblies ( total of 4,663 seats )

#  On an average , some 16 candidates contest each seat , making for a total of 74,608 candidates

#  There are approx 850 million eligible voters

#  Even if each voter searches info about 10 candidates ,it will take him 5 hours ( 4250 million man-hours in all ! )

#  If each voter takes a ONE page print-out of those 10 candidates , that will be 8,500 million printed pages

   (  incidentally , how many voters have access to a internet-connected PC and a Printer ? )

#  By the time , voter enters the Polling Booth , he would have forgotten what those 10 pages contained !

#  And , of course , he will not allowed to carry those pages inside the Polling Booth and refer at the last moment !


BUT ,

Would voters be enthused to come forward to vote , if

#  Latest info about ALL of those candidates was available at finger-tips on his Mobile ( authenticated by Election
    Commission ), eliminating hours of " searching " on the Net and hours of " filtering "


#  That info would comprise,

     *  Affidavit filed by the Candidates

     *  Police Record including cases filed / pending / disposed off , against the candidates

     *  Past political history ( no of political parties changed )

     *  Director-ship ( direct / indirect ) in private businesses and NPA of those businesses

     *  Results of open Surveys on " ROMP - Recall Our Member of Parliament "


     *  Whether the candidate has accepted to implement the " Charter of Demand " ( if elected ) , submitted
         and uploaded by the Voters of his Constituency on the web site of the Election Commission


#  He can vote directly from his Mobile , without having to go to a Polling Booth and spend 4 hours

#  He can take 5 hours to cast his vote, sitting in his bedroom , without holding up other voters in the queue

#  He can vote at any time of the voting day and from any place on the earth !

#  And get to know the very next morning , who got elected


YES , of course !

And voter turn-out would be 95 %  !


HOW  ?


( a Mobile App which , effectively shrinks a bulky, common , special purpose  Electronic Voting Machine - EVM - into a tiny, personally-owned , versatile Mobile )

Economic Times ( 17 Sept 2016 ) carries a news report titled :
"  Top Local , Chinese Firms  Game for Aadhar-ready  Smartphones "
Following are the report highlights :
Micromax, Intex, Lava and Reliance Retail's Lyf have started discussions with Delta ID Inc to explore using its iris-reading technology to make their phones Aadhaar-enabled,  Salil Prabhakar, chief executive of the US-based company, told ET.

Prabhakar said ,
" There is huge interest across the board for it.  With Aadhaar enrolment in India crossing 105 crore, the potential is immense." 
The technology would enable a user to authenticate his Aadhaar details by looking at a phone having a special IRIS camera and LeD.


"ActiveIRIS is a powerful biometric identifier and this can be a game-changing feature in phones helping establish the identity of a person. At Intex, we are in talks with  UIDAI  and are evaluating the same," said Director Keshav Bansal. 


On July 27, Ajay Bhushan Pandey, CEO of UIDAI, had met senior executives of Apple, Samsung, Google, Microsoft, Micromax and product software think tank iSprit to discuss ways to make handsets Aadhaar-enabled. Samsung is the only phone maker to have already embedded the technology — Delta ID's ActiveIRIS.

A Mobile App named " BANMALI "

Hindustan Times ( 15 Sept 2016 ) carried following news :

" Pankaja Munde’s dept wants to replace hot meals with ready-to-eat food packets "

Pankaja Munde, is now looking to replace the concept of hot cooked meals provided under the Centre’s Integrated Child Development Scheme (ICDS) for children under 6 years, with THR-like ready-to-eat premixed food packets.


This means that instead of the “khichdi” (a mix of dal and rice) prepared locally by village communities or self help groups, anganwadis – government run child care centres – will be provided with certain kinds of ready-to-eat packets to prepare and serve the children.


If cleared, the state government may once again run foul of the apex court orders that have reiterated that children under six should be served hot meals prepared locally by village communities or self help groups.



She said there was no question of awarding contracts to any company. “As per the Food Security Act, food contracts can only be given to women sansthas, self help groups.’’



In the past, the apex court has slammed the state for favouring big contractors through self help groups. A lot would depend on how the proposal is finalised and how the tender is drafted to award these contracts.



“Our experience with the THR tender is that the state government is keen on pushing women self help groups out in the name of hygiene. That’s why they have insisted on a fully automated machinery to prepare such food packets.

The hot cooked meal segment has a much larger scope with annual tenders worth over thousands of crores. If the concept shifts to these premixes, then similar tenders will be issued and the same five to six firms will get the biggest chunk of the contracts,’’ said a women self help group member and activist, who did not wish to be quoted.


She said that nearly one lakh self-help groups were involved in preparing of such meals, who did not stand a chance to continue if the government insisted on extrusion technology (fully automated process) and having in-house laboratories as in the case of THR contracts.

I suppose everyone wants to support / encourage self help groups of women


But you have to only visit the kitchens of these groups to convince yourself of the terrible hygienic conditions under which the mid-day meals get cooked !


Maharashtra State just does not have the number of Inspectors to inspect  88,272  AanganWadis  !


We are talking of health of 86.31 lakh children in Maharashtra alone !


All over the country , there must be SEVERAL  CRORE children covered under ICDS scheme


It would benefit all the States - and the Centre - to consider my suggestion for a COMPREHENSIVE SOLUTION of malnutrition among children thru implementation of Mobile App "  BANMALI " , described below :

NO NEED TO APPEAL


No  need   to  appeal  !


Economic Times ( 09 Sept 2016 ) carries a news report titled :

"  Unhappy Minister Puts Out a Notice "

It reads :

"  Agriculture Minister  Radha Mohan Singh  is unhappy with some of his officials of his ministry still not reporting to work on time despite an Aadhar-based biometric attendance system in place

This prompted the Minister to recently put out a notice in his signature , appealing to all officials of the ministry to come to work on time

He did mention there had been much improvement in the situation from the earlier times "


Shri Radha Mohanji :

No need to appeal - or be unhappy - if you change over from " Bio-Metric Attendance Device ( BAD ) " to " Mobile-based Attendance Device ( MAD ) " , as outlined below ( of course , Aadhar -based )

It may take 10 years to get adopted country-wise , but it will take our Discipline and Productivity ahead of the World !

I think , it was his book " Business @ the Speed of Thought "

Current CEO of Microsoft is a PIO named Satya Nadela

What is his contribution ?

What he said during his talk in Delhi on 30 May , called ,

" Tech for Good , Ideas for India " :

 He cited the example of how NASA scientists were not able to see the Rover move on Mars but the holographic output of the Rover is right there in their office.


Nadella also met two young developers, one of them a 17-year-old who has figured out how to take data from NASA , conflate it with other information and see the spread of algae in Bay of Bengal.

 “Here’s a student who is taking information that is available, bringing it together—he wanted to have a real impact right here in terms of how we managed our climate,” he said.


Nadella wrapped up by summing Microsoft’s mission in India.

" It is about really celebrating the technologies that you all in India create. In fact, I want us to be the platform creators that foster the ingenuity of what is happening in India,” he said.


Here is my idea of a technology that we need to create for a better India :


Today  Employee Attendance Systems  in India work at three levels as follows :


#   Entirely Manual

     Attendance Register and Wage/Salary payment in cash or by Cheque


#   Partly Automated

     Punch cards or Bio-metric recording of attendance but manual calculation
     of wages / salaries and payment by cash or cheque


#   Fully Automated

     Bio-metric Attendance Devices ( BAD ) , integrated with a home-grown or
     bought-out Salary Payment Software , running on a local Server.

     Salary payments could be by cheques or thru Electronic Transfer to
     concerned employee's bank account



Once in a while , if a company has several establishments within a city , those local servers are connected to a Central Server , doing all processing


In a rare case ( although , I am not aware of any ) , it may be that all the local servers of all the establishments of a company , all over the country , are networked with its central computer in its head-quarter



Now imagine this :


#  All smart phones to evolve as Bio-metric Attendance Devices , with built-in
    Bio-metric Recorders , GPS , a mobile attendance App ( called MAD ? )


#  App to have 2 buttons ( Green = IN  /  Red = OUT )


#  Employee to touch IN upon reaching his work-station and touch OUT ,
    while leaving work place , at the end of work-shift . That's all  !


#  Being GPS enabled , buttons will get activated ONLY when the employee
    has reached the work place ( not while he is on his way ! )


#  All 100 million establishments in India ( factories / offices / shops / clinics
 NGOs / Govt Depts ) to ensure that the MAD app is installed on the smart phone of each employee , when he joins



#  All of these smart phones to be connected ( IoT ) , with the servers of ,


    *  Labour Ministries ( Central and States )

    *  Skills Development Ministry / NSDC

    *  HRD Ministry ( Central )


    *  Finance Ministries ( Central + States )

    *  NITI Aayog

    *  Income Tax Department

    *  Any other server that you may want to


#   MAD app is integrated with a STANDARD / COMMON , software system
     for computing daily wages / monthly salaries of ALL the persons working
     in those 100 million establishments ( whether they are casual /
     contractual  / trainee / apprentice / probationer / permanent / retained


#   As each person joins in any of these establishments , data re  that
     person must be inputted by the Employer into the App , such as :

   
     *  Name / Contact Details / DOB / Aadhar Card No / Employee Number

         ( Each unique Employee Number will be auto-generated by the
         common Salary Payment Software , running on IT Dept Server )


     *   Employee's Jandhan Yojana Bank Account Number for salary EC


     *   Employer's Jandhan bank account / Unique Employer Number


     *   Payment Mode ( Hourly / Daily / Monthly Rated , wages / salaries )


     *   Leave provisions / PF rate / TDS rate / Allowances / Reimbursements


     *   Any other relevant data ( either about employee of for employer )



WHAT  ARE  THE  ADVANTAGES  ?


#   For employees , no need to file a separate annual Income Tax Return


#   Direct deposit of PF / TDS amounts into bank accounts of Govt Depts


#   Direct Benefit Transfer ( DBT ) to every Employer for Stipend Subsidy ,
     based on number of total trainees / apprentices employed


#   Total Number of employees in India ( category / region / industry )


#   Employment Density ( Industry wise / Region wise / Skill wise etc )


#   Net Employment Growth Rate ( weekly - monthly / Industry-wise )

     To come up with the Mobile App ( MAD ) / Technology Platform


*  NDA Government

    To implement what Shri Narendra Modiji said on 15 July 2015 :

   "  If China is like a manufacturing factory of the World , India should
    become the human resource capital of the World .

   That should be our target and we should lay emphasis on that . 

   We should have a futuristic vision and prepare plans for the next ten years "

  

   MAD  could well be an important element  of  that  " JAM PLAN "  !
