How  to  conquer  Corruption  ?


There is only one sure - and superfast - way to get rid of corruption

By introducing :

*  NEGATIVE  MOTIVATION

    Putting behind bars ( - and right away ; not after 6 years ) , every corrupt fellow and
    immediately confiscating his ill-gotten wealth

*  POSITIVE  MOTIVATION

    By abolishing Personal Income Tax and introducing Amnesty Scheme , incentivize

      #  converting of black money into white

      #  acceptance of all payments thru official channels


As far as providing " Negative Motivation " is concerned , I had sent following suggestion to our Hon Prime Minister / Finance Minister / other Ministers / Secretaries etc , on 4th Nov 2015 :

#   INTERNET  OF  THINGS ( IoT )

     As each currency note of Rs 500 / 1000 , is getting printed , embed it with microscopic
     RFID chips ( with this , current cost of a RFID chip will fall from 50 paise to 5 paise )

     Besides communicating with each other , these chips will also transmit their existence
     location , through internet , to cloud-based servers of Income Tax Department

     This will form a " NETWORK  OF  CURRENCY  NOTES ( NoC ) "

     You may like to call this Internet of Currency ( IoC ) , a sub-set of IoT  !



#   IP ADDRESS  SYSTEM ( IP V 6.0 )


     Each Rs 500 / 1000 currency note must be assigned ( at the time of printing ) , its own
     unique Internet Address , using IP V 6.0

     This IP address should be linked with the unique Serial Number printed on each note.

     Since IP V 6.0 , will be capable of assigning   " 2 * 10 to the power of 128 ", no of  IP
     addresses , there is no danger of running out of addresses , even if we decide to extend
     this idea to Rs 100 currency notes !

Here are the most important BYE - PRODUCTs :

*   No more possibility of fake / forged / counterfeit , currency notes

*   No thief would ever want to steal such currency notes which continuously announce their
     location

*   No one would want to make any " Cash Deal " . All payments will become official only !

*   Plastic currency notes will last 10 times longer !

*   Who will buy GOLD biscuits , using RFID embedded notes ? No need for PAN card  !

*   No giving / No receiving of bribes ! No disproportionate assets  ! 
   
    
This reform will enable the Central Government / Income Tax Department , to :


*    Continuously trace the movement of each of these higher denomination currency notes


*    Instantly locate any place ( using Google Map based GPS ) , where there is an
     accumulation of more than Rs 1 Crore worth of currency notes

     Such accumulation will be made to appear as a TAG CLOUD on the web site of IT Dept,
     like thousands of balloons floating on a map of India , capable of being drilled down to
     within 1 Sq Meter  ! Of course , visible only to IT officers ; not to general public !

     On each balloon , will appear a number announcing , " Amount of Cash here - Rs " !

     This will vastly simplify the task of Anti Corruption Dept / Enforcement Dept etc

Of course , RBI will need to allow 6 month's time to the owners of current paper currency notes of Rs 500 / 1000 , to get these exchanged with new plastic notes before withdrawal of the old notes from circulation

Implementation of this suggestion , does NOT require passing of any BILL in Lok Sabha or being held to ransom in Rajya Sabha !

And it can be implemented in India , within ONE YEAR

But if Chinese President Xi Jinping comes to know about the practicality of this suggestion , he might implement it in 6 months  !

How come ?

Simple !  Xi Jinping has the political will  ! And no historical baggage  !

RE: A Condolence Visit


Dear Friends ,


My heartfelt condolence to KLS !

While expressing my sadness at the passing away of Mrs Suri , I cannot help remember my personal bonding with KLS

Because , we both spoke of a common language - that of Petrol Pumps  !

When I joined L&T in 1959 , I had already spent one year at MIDCO , producing petrol pumps !

And much like KLS , when some BURMAH SHELL officers visited MIDCO factory to assess its production capacity , I was ready with machine-wise calculations to prove that , we , at MIDCO , can deliver 100 pumps per month , when we had never delivered more than 20 in any month !

My heart felt condolence to KLS and his family.
Suri used to overstate shortages with all seriousness and present a dismal picture.
Those days the target was 100 pumps a month.
If i am not mistaken Suri was formerly with Airforce and used to enjoy his drinks.
Once I recall UVR had invited PSW production personnel home for dinner and Suri was one of them.
Suri has had a couple of drinks and was in a great mood.
UVR approached Suri and asked him 'Suri,How many Pumps you will produce this month?"
Suri with all seriousness and stern look responded,
 'Mr.Rao,GIVE ME MATERIALS FOR 100 PUMPS AND I WILL PRODUCE 105 PUMPS"
All of us including UVR burst into laughter !!

One of our dear ex-colleagues, KL Suri, lost his wife last week.  She was bediridden for long and fortunately for them they had a full time nurse to take care of her as well as Suri.

RM Pai, 79, from Goregaon, HR Shenoy, 75, from Andheri visited KL Suri, 89 at Thane Vasant Vihar to offer our condolences.  I was meeting RMP after nearly two decades and KLS after nearly 3 decades.

Suri was also married to only Petrol Pumps in L&T from 1962 to 1987 i.e. till his retirement.

Here is how KL Suri (with their caretaker in the background) looks like now at 89.  His memory is still great.  God bless him.

#   Objectives of the Act

     Every  year , to create 5 million Start Ups , each employing 2 persons , for a total of 10 million new jobs per year

#    Methodology

     *  Instead of Companies Act - 1956 , these Start Ups will be governed by the Start Up Act - 2015

       *  A Start Up can be launched by any Indian citizen under the age of 30 ( covering roughly 65 % of our population )

       *  A Start Up will need to register online on the web site of the Income Tax Department and obtain a unique " Start Up Number "

      *  Although all Start Ups will need to file annual Income Tax returns ( with full disclosure of income / expenses / profits / sources of funds etc ) , it will not be required to pay any Corporate Income Tax for the first 10 years of its existence

     *  A Start Up will be free to raise  funds from any source ( Individuals / Companies / PE funds / VCs / Angel Investors / Religious Trusts etc )

     *  100 % FDI will be permitted in Start Ups

     *  A Start Up can receive loans or equity and be able to accept fixed deposits . It can also give loans to individuals or other Start Ups or invest in other Start Ups by way of equity

    *  There will be no restrictions on what interest ( on loans / FDs ) that a Start Up may pay nor any restrictions on dividends it may declare

        The dividends declared by Start Ups will not attract any Income Tax

    *  As far as the persons / companies etc providing funds to Start Ups ( by way of loans or equity ) is concerned , no questions will be asked re their source of funds


#   What  will  happen  ?


   *  Billions of rupees worth Black Money will flow into these Start Ups - money which is currently lying unutilized or locked up in unproductive assets

    *  If Jan Dhan Yojana could create 200 million bank accounts in 20 months , Start Up Act - 2015 , will create 200 million Start Ups in next 10 months !

        All that led to this World record created by Jan Dhan Yojana was , someone suggesting the unthinkable :

" Let us enable poor people to open bank accounts with ZERO bank balance "

" Start Up Act- 2015 ", will unleash a similar " Start Up Tsunami "  !

    *  Within 3 months , thousands of Venture Capital Funds will be born , exclusively for funding of Start Ups ( You know who will set up these VCs ! )

    *  With NO Income Tax to be paid , Start Ups will conduct all transactions through cheques ( receipts / payments )

    *  GST  collections will go up

    *  Domestic Savings Rate will go up

    *  Since millions of ( Black Money holding ) individuals / businesses will come forward to fund these Start Ups , lending pressure on banks will go down

    *  Who knows , Start Ups may get into the business of Assets Reconstruction and relieve banks of NPAs !

    *  With locally / domestically stashed Black Money flowing into the economy , our dependence on FDI will go down

    *  Corruption will decline drastically

It is simple

In the past 300 years , we have had different systems of Economic Development , viz:

Communist  /  Socialist  /  Capitalist

There were periods when each worked well - depending upon the geography and the technological environment prevailing during those periods

Today, Internet and mobile apps are pushing the World towards an E - Commerce economy , which covers entire World seamlessly

Tomorrow , Internet of Things ( IoT ) , will tell us what we need to do and when ! Our lives will be dictated by devices !

That will demand a brand NEW SYSTEM of economic development which transcends national boundaries

Old rules / regulations / laws will not help us find jobs for 12 million youths entering India's work force each year

An ocean-going " Ship " , cannot traverse galactic distances of Space

Following in the footsteps of Albert Einstein / Stephen Hawking , we need to

"  Bend the Space "

And travel through the Worm-holes !


Using the hologram of the " Start Up Act - 2015 " , we must project our economy into :

"  Distributist Economy ",

which goes beyond the " Communist / Socialist / Capitalist " economies !

That is the ONLY WAY to create a ,

"  New  Economic  Order  / The Start Up Economic Order "

Last - but not the least :

About a year back, 8 lakh druggists and chemists went on a strike to demand action from the Centre against " illegal " online sale of medicines by E Pharmacies such as 1mg / PharmEasy / Netmeds etc
On Dec 30 2015 , Drug Controller General of India ( DGCI ) issued a circular asking online pharmacies to strictly adhere to the Drugs and Cosmetics Act and Rules
But no ban on Online Pharmacies
Online pharmacies argued :
*   We are only Search Engines which enable buyers to search for specific drugs / sellers of such drugs and place orders online
*  We neither " store / stock " any drugs nor " sell " these stored drugs
*  We pass on the buyer's order to selected Chemists , who actually fulfill the order and collect payment
*  We insist on a Doctor's Prescription in case of Scheduled Drugs
*  By providing a platform to lakhs of small chemist-shops , we are helping them to prosper
*  We are providing a buyer , many more options to choose from lakhs of small chemists
*  By increasing competition amongst Sellers, we are benefiting the buyers thru lower prices
*  We are even increasing competition among the Drug Manufacturers
*  We are helping break the unholy nexus between doctors / chemists / manufacturers
*  We are not much different in our " Scope " when compared to many other online platforms , where Buyer / Seller find each other and transact business, with minimum involvement of the online platform itself
Such platforms have existed for a long time , not only for products but even for " Services " of all kinds
But unless a fool-proof solution is found fast , things could get out of control  !
Now is the right time for finding a permanent solution to this evolving scenario  which will benefit all the parties concerned , viz:
*   General Public ( Users / Patients )
*   Doctors prescribing drugs
*   Manufacturers of drugs
*   Chemists / Druggists
*   All India Organization of Chemists and Druggists ( AIOCD )
*   Association of Drug Manufacturers
*   Indian Medical Institute / All India Medical Association
*   DGCI
*   Ministry of Health ....etc
I offer such a solution below :

*  Govt to upload a Mobile App ( DISPENSER ? ) on Health Ministry web site

*  All doctors must download it , after proper registration / authentication

*  App will get embedded with full details of that doctor who uses it

*  Doctors to enter Patient Data in App  / then enter prescribed Drug Details

*  Doctor will SMS app data entered , to concerned patient's mobile

*  Patient will SMS entered app data to mobile of Chemist of his choice

*  Chemist will deliver the medicine to the patient with Bill Details in App

*  Users ( Buyers of medicines ) will make payment to the concerned
   Chemist ,thru
   #    a Mobile Wallet embedded in DISPENSER app , or
   #    a Credit / Debit Card ( RuPay preferred )
   #    Cash  ( this method to be discontinued after 3 years )

    *  Every action / transaction on App , will get automatically emailed to
       web Servers of ,
   
       #  Health Ministry
       #  All India Medical Association
       #   All India Organization of Chemists and Druggists ( AIOCD )
       #   Drug Controller General of India

Advantages :

*   Jobs / business of Chemists / Druggists saved

*   Great convenience for patients / no need to visit Drug Store

*   No chance of Chemist " misinterpreting " doctor's handwriting !

*   Full History of
     #  Each purchase
     #  Each Patient.... ( great benefit to Prescribing doctors )
     #  Each Drug......  ( great benefit to Pharma Companies  )
     #  Each Chemist Shop...  ( great benefit to Govt / AIOCD / Tax Dept )

*   Analyzing billions of such Mobile App based transactions , using BIG
     DATA analytics , will yield mind-boggling PREDICTIVE TRENDS , which

COMMERCIAL MINING OF COAL

Felt good listening to your comments last evening , as you received ET Award

It is indeed heartening that finally , NDA Govt has started taking some bold decisions to " free up " the Economy from the shackles of the 20th Century

One such decision was regard to commercial mining of coal

While congratulating you for the same , I wish to draw your attention to the need for evolving a comprehensive ,

Needed - some  Simple  Answers  !



This is with reference to the controversy surrounding the pricing of KG-6 gas of Reliance , which started with $ 2.4 , is currently $ 4.2 and slated to rise to $ 8.4 / unit , from April 2014


Writing in  Times of India , ( Swaminomics ) , eminent economist , Swaminathan Anklesaria Aiyar , made following points  :


>   Reliance ( KG - 6 ) accounts for only 10 % of the gas production in our
     country . Balance 90 % is by Public Sector Companies such as ONGC etc

>   Hence , any increase in selling price will mostly benefit government itself
     ( Any idea , what will government do with this windfall  ? )

>   Price - hike envisaged is recommended by a committee headed by Mr C
     Rangrajan  ( - implying , infallible / sacrosanct  ?  )

>   By introducing price control on gas , " India's name is mud globally , and
     top exploration companies now avoid India "

>   An economic rule of thumb is that " traded Commodities " should be
     priced on par with the import price ( my question : irrespective of the
     actual cost of production in India ? )

     The Rangrajan price of $ 8 / unit , is well below the import price


Not being an economist , I am confused  !


May be Mr Aiyar can dispel my following doubts  :


#   By taking out of our own soil ( or sea ) , does gas become a " traded
      commodity "  ? - even if entirely sold in India ?

#    Is KG-6 gas a " Natural Resource " which belongs to the Nation - and
       not to Reliance  ?

#    Is Reliance the " Owner " of the gas or a mere " Contractor "  ?

#    Would Mr Aiyar , want the Central Government to extend the same logic
      to other " Natural Resources " ( belonging to the country ) , being dug
      out from the earth ( by private companies ) , such as :

      *   Oil / Coal / Shale Gas etc  (  Fossil Fuels )

      *   Ores of Iron / Copper / Zinc / Aluminum etc

      *   Trees ( timber ) that grow in our jungles

      *   Any number of minor minerals / chemicals

      Should these too , be treated as " Traded Commodities " , whose local
      selling prices must be same as Imported prices ?


#    What about the air / wind that blows freely over our land  ?

      Does it belong to the Nation or not  ?

      Or , does it belong to the Companies setting up  WIND FARMS  , to
      generate electricity  ?

      Should such power be " Price Controlled " or not  ?


#    What about the Sunlight that falls on our vast land  ?

      Who does it belong to  ? To our government or to the companies setting
      up mega Solar Power Projects  ?

     Should there be a price control on such power - produced , using a  National Resource  ?


#    What about the hydro - power generated by private sector companies
     from the water flowing in our Country's rivers  ?

     Does - or does not - that water belong to the Nation  ?

     Should not such power be price - controlled  ?


#   Tomorrow , if a private sector company ( or a consortium of Indian
      Companies , in joint venture with foreign companies ) , invest Rs 1 Lakh
      Crores , to build the 22 Km long Kalpsar Dam across the Bay of Cambay
      in Gujarat , and generate 10,000 MW of power from Oceanic Tides  , -
     can they be allowed to set any selling price  ?  At International price  ?

     I suppose , it would be next to impossible for them to " Export " such
     power beyond the shores of India  !


#   Incidentally , what about the Airwaves ( the 2G / 3G Spectrum )  ?

     Is that also a Natural Resource which belongs to the Nation ?

     Having " licensed " it from the Central Government  , can Mobile
     Phone companies , set any selling prices for their services  ?

    Even with a combined debt of around Rs 2 Lakh Crores , how are these
    Mobile companies , able to deliver ( nearly ? ) cheapest mobile phone
    services in the entire World ? May be at 10 % of international price  ?


#   In ALL of the above - mentioned cases , should Central Government
     carefully calculate / frequently audit , the " Cost of Production "  ?

    Then

    link the " Local / Domestic , Selling Prices "  to such " Cost of Production "
    allowing certain  pre-determined " Return on Investment "  ?

#   Even as we agree that " Export prices " of gas are governed by prevailing  
     international prices , how come the " Domestic Prices " of gas are vastly
     different in different countries , ranging from under $ 1 to $ 5 / unit  ?

     Does this itself , not prove that , in each country , domestic prices are
    linked to their own local " Cost of Production "  ?

#  Very often , have we not exported , food grains , at " Below the Cost " ?


Mr  AIYAR ,

You will be doing a great service to millions of ignoramus like me , by offering your own " Views " on the points raised above

And , I suppose , since the fall in production from KG - 6 , is purely and entirely , due to " Technically Sound " reasons , raising of the selling price to
$ 8 ( or even $ 16 / - ! ) , won't result in any increase in production !


Time alone will tell  !
