Artificial Intelligence to
fix MP / MLA Salary ?

Times of India ( 21 Feb ) carries following news
report :
The Supreme Court on Tuesday agreed to examine a
plea seeking a permanent
mechanism to fix and revise the salary and allowances for MPs and MLAs, saying lawmakers increasing their own salary raised
an "important ethical and legal issue" that needed adjudication.
The court was referring to the February 14 judgment delivered by a bench headed by Justice Chelameswar for compulsory disclosure of poll candidates' sources of wealth and favouring disqualification of lawmakers from legislative bodies if they amassed disproportionate assets. Senior advocate Ajit Sinha, appearing for the Centre, said the issue of setting up a permanent body to fix MPs' salary was under the government's consideration, and sought two weeks to take a stand.
The court adjourned the
hearing and asked the Centre to take a "categorical" stand on the
issue. The bench will also examine whether pension and allowances like
unlimited free train travel, for former MPs and MLAs are justified.

for our MPs / MLAs , what should be the basis of such a SALARY FIXING SYSTEM ?
I believe , it would have to be a system based on BEHAVIOURAL criteria
Other important features should be as follows :

There
should be no need for any permanent Body to do this ( like Pay Commission ? )

Entire
process ( of re-calculation of salary ) should be transparent and visible to
all on Lok Sabha web site
·
The
process should be unbiased / un-prejudiced / as objective as possible,
with minimum human intervention
·
The
process should continuously monitor the behavioural
aspects of each MP / MLA – and do so automatically , depending
upon data received from different kinds of devices / media / Service Providers
etc , such as :

drones ? ) / Skype Video Calls

Salary
Fixing Formula itself should have a FIXED PAY component
and a VARIABLE PAY component

Fixed
Pay should be fixed for May 2019 when next Lok Sabha gets constituted . This
should be frozen at 50 % of what the MPs / MLAs are getting currently
·
Formula will calculate the Variable Pay for each month ( starting June 2019 ) and deposit it automatically in
the bank account of MP / MLA by 10th of each month
Variable Pay itself will get calculated (
automatically , without human intervention )
based on FACTORS , as described below
The FACTORS will carry following “ Weightages “ in the formula :

percentile

50 % of the Basic
Salary , for score above 66 percentile
All the calculation will be carried out by an ARTIFICIAL INTELLIGENCE software
