Govt's Ease of Doing Biz rankings to be ready by Sept

The Union government will come out with its state-wise rankings on ease of doing business to facilitate investors in choosing the right location to set up business.


The first set of rankings is expected by September, senior government officials said. 


The Department of Industrial Policy and Promotion (DIPP) has identified 98 different parameters as components for computing the ease of doing business index.


These 98 components have been communicated to state governments who have been asked to furnish details on them by end May or early June, said Atul Chaturvedi, joint secretary of DIPP.


The DIPP is attached to the commerce ministry. The parameters include statutory clearances like trade licenses, along with land availability and water supply linkages, among others. 


"We will indentify a consultant by June who will compile all the data from states and come out with rankings," he said.


"The consultant will be a serious player and not a fly-by-night person and the rankings will have credibility. The first set of rankings should be out by September hopefully."


All states, regardless of political affiliations, have welcomed the government's move to come out with rankings and have extended their cooperation, he said.

"They all have common interest, which is to attract investments and compete with each other to get new businesses," he said. 


The government, he said, was also planning to appoint a nodal officer in each ministry for investor facilitation.

"We are also seeking support from the state government to set up nodal officers at local levels," he said. The idea of appointing nodal officers is to root out corruption. 


At present, investors engage consultants to prospect ideal locations as there is
no central index which captures the competitiveness of each state to attract investments.
