Dear Tom,
Many thanks for your prompt and encouraging feedback
I have started writing to the Indian Policy Makers to consider
this proposal seriously
I am also exploring the possibility to persuade some Business
School / Institute, to get its students to develop some kind of Computer
Simulation as a “ Proof of Concept “ . If I succeed , I will keep you informed
Regards,
hemen

Thank
you for this note. What you propose sounds like an integrated Pigouvian
approach to transport pricing, which I agree would be great.

Tom
