What have you suggested to curb the irresponsible freebie promises by politicians during elections ?
Answer:
I suggested PIPPPA - the Prevention of Irresponsible Promises by Political Parties Act. I first proposed this through my email "Freezing of Freebies" on 29th August 2022.
The key features of PIPPPA include:
*Coverage*: It would apply to Lok Sabha, Rajya Sabha, State, and Municipal Elections.
*Accountability Requirements*: Against each item in the poll manifesto, parties must mention:
- Amount of money/funds required (one-time capital for infrastructure projects, recurring annual revenue expenditure for welfare measures for 5 years)
- Source of funding
- Implementation timeline
*Publication Requirements*: Manifestos must be published on party websites, Election Commission website, and at least four major national newspapers (or local language newspapers for state/municipal elections) at least six months before planned elections.
*Punishments for Violations*: Depending on the degree of violation, the Election Commission would:
- Prevent the party from contesting the election
- Stop the party from accepting donations through Electoral Bonds or directly
- Deregister/derecognize the party
- Declare the party as "illegal" and seize all movable/non-movable assets
The preamble declares: "We, the people of India, declare that our votes are not for sale and we want to put a stop to Political Parties trying to bribe us by offering freebies in their election manifestos."
I've been advocating for this since the Supreme Court raised concerns about freebies being a "serious issue" in January 2022.
