RE: EmpowerMSME

Dear Kavindra,

I refer to our recent telecons

I request you to find some time soon so that we may finalize the project-plan ( although , now it does not seem possible to beta launch by 9 June )

Today’s Business Line reports :

“ Draft policy proposes National MSME Authority headed by PM “

Only yesterday , Business Line reported :

“ DIPP to launch Start Up portal “

I believe this initiative on the part of L&T , seems to be just at a very opportune moment , considering the above mentioned announcements

Launch of EmpowerMSME.com , under the auspices of ASSOCHAM , would be highly appreciated by NDA govt

Description: Description: When artificial intelligence evaluates chess champions

{ My Comments in RED }

When artificial intelligence evaluates chess champions
April 25, 2017 by Alexiane Agullo

The ELO system, which most chess federations use today, ranks players by the results of their games.
{ Headhunting is a kind of “ game “ in which several “ players ( candidates ) “ compete against each other , in order to “ Win “ ( get selected= result ) for a given position }
Although simple and efficient, it overlooks relevant criteria such as the quality of the moves players actually make.
{ Moves = Job Changes during the course of the career / some GOOD and some POOR }
To overcome these limitations, Jean-Marc Alliot of the Institut de recherche en informatique de Toulouse (IRIT - CNRS/INP Toulouse/Université Toulouse Paul Sabatier/Université Toulouse Jean Jaurès/Université Toulouse Capitole) demonstrates a new system, published on 24 April 2017 in the International Computer Games Association Journal.

Since the 1970s, the system designed by the Hungarian, Arpad Elo, has been ranking chess players according to the result of their games.
{ Results = In how many GAMES ( interviews for different positions ) , did a candidate manage to cross each step of “ Elimination “ , to reach the final interview ? or “ get selected by different companies for appointment }
The best players have the highest ranking, and the difference in ELO points between two players predicts the probability of either player winning a given game.
{ Difference in the NUMBER of “ Elimination Stages “ that each candidate managed to cross ? }
If players perform better or worse than predicted, they either gain or lose points accordingly.

This method does not take into account the quality of the moves played during a game and is therefore unable to reliably rank players who have played at different periods.

Jean-Marc Alliot suggests a direct ranking of players based on the quality of their actual moves.

His system computes the difference between the move actually played and the move that would have been selected by the best chess program to date, Stockfish.

{ “ What / which” are those BEST MOVES that a executive could have , ideally made , to reach / qualify for a GIVEN POSITION ?

Running on the OSIRIM supercomputer, this program executes almost perfect moves.

Starting with those of Wilhelm Steinitz (1836-1900), all 26,000 games played since then by chess world champions have been processed in order to create a probabilistic model for each player.
{ Among the 1275 positions that we have filled over the past 6 years , each IDENTICAL position , may be only 20 / 30 in number . But , if we ignore that , we have put through the process ( all stages ) , some 25,000 executives for these 1275 posts . And if there are ( say ) 5 stages of elimination for each post , on an average , these 25 , 000 executives may have gone through ( say ) 3 stages . That would make for 25000*3 = 75,000 INSTANCES of eliminations }

For each position, the model estimates the probability of making a mistake, and the magnitude of the mistake.

These models can then be used to compute the win/draw/lose probability for any given match between two players.

The predictions have proven not only to be extremely close to the actual results when players have played concrete games against one another, they also fare better than those based on ELO scores.

The results demonstrate that the level of chess players has been steadily increasing. The current world champion, Magnus Carlsen, tops the list, while Bobby Fischer is third.

Under current conditions, this new ranking method cannot immediately replace the ELO system, which is easier to set up and implement. However, increases in computing power will make it possible to extend the new method to an ever-growing pool of players in the near future.

WHO WILL BELL THE CAT ?

A  Blue  Print  for  VotesApp  ?

--------------------------------

Some 4 years back . I had suggested that we , in India , switch-over to voting in Lok Sabha election , using a mobile app , viz:

VotesApp  ( 18 Dec 2012 )

Following research paper ( 03 March 2016 ) , submitted by two researchers in Philippines , not only proves that this is entirely possible but provides a detailed Blue Print ( including User Interfaces for such a mobile app –uncannily similar to what I had described in VotesApp ! )

You can also look up this paper at :

www.ijarcsse.com ( Past Issues / 2016 / Vol 613  )

Reinforcing my suggestion , a  TV episode on BBC  ( bbc.click / 23 April 2017 )

show-cased a similar Mobile based Voting App developed by a UK company / www.Smartmatic.com  / whose chairman , Mark Malloch-Brown says :

“ Governments and International Organizations alone cannot build the future we need . Citizen participation is key to complete the equation “

Smartmatic web site claims :
Seven world records
Including the world’s largest automated elections, the first to feature paper receipts, the first to feature biometrically-activated voting sessions – and the world’s fastest voter registration project using biometrics.

which is working for Online Voting in Ireland

A tiny country Estonia introduced Online Voting , way back in 2005 !

Not only for National Elections but also for local elections .

For details , read ,

• All major principles of paper-voting are followed

• Voting from any computer connected to the Internet

• Alternative to the paper-ballot

• Digital voter register based on population register

• Voter's identification with eID

• Virtual double envelope scheme

• Public-private key cryptography
•  Virtual voting booth

As for the benefits / savings / revenue-generating potential of VotesApp , do look up :

·         Reforming Elections and Lok Sabha  ( 20  Dec  2016  )
·

When I think why a Software Super Power such as India is shying away from this epoch-making reform , I am reminded of what Winston Churchill said in his radio broadcast in Oct 1939 :

“ I cannot forecast to you the action of Russia. It is a riddle, wrapped in a mystery, inside an enigma ; but perhaps there is a key. That key is Russian national interest."

When will our 800 + million voters tell the politicians :

VotesApp is the KEY to our national self interest . In 2019 national elections , we will not vote in any other way “

Tattle about Aadhar for cattle

Dear Hemenji,

Your current topic couldn't have been written in a more hilarious manner! I thoroughly enjoyed reading it and hope all the recipients too would be equally delighted by it. In fact, your thoughts are bound to make them introspect and decide where to draw the line.

With your permission, I would like to share it with the L&Tites who are accustomed to the most awaited weekly dose of Sunday humour from Haridas. Yes, it indeed is classy.

Times of India ( 25 April 2017 ) carries following report :

“ Aadhar-like ID for all cattle soon , says govt “

All cows, their calves, oxen and bulls in the country will be tagged with a tamper-proof Unique Identification Number (UIN) to stop their smuggling, the Centre told the Supreme Court on Monday.

Informing the court about the decision which was in the works since the NDA government took office in 2014, solicitor general Ranjit Kumar told a bench of Chief Justice J S Khehar and Justice D Y Chandrachud that "each animal will be tagged with a UIN with proper records of identification details — age, breed, sex, lactation, height, body colour, horn type, tail switch and special marks."

Kumar said, "The ministry of agriculture has devised a method of tamper-proof identification of cattle using polyurethane tags with a UIN sequence. It may be made mandatory for cows and their progeny throughout India."

The Centre said, "Already mass tagging of cattle for insurance purpose is being done by livestock development boards and animal husbandry departments in states.

---------------------------
Next , expect the following , anytime soon , depending upon the controversy generated by Print media / TV channels / Social media / politicians trying to score brownie points / religious leaders / sundry experts / would-be celebrities etc :

·      Jain community demanding that this “ reform “ must cover ALL forms of LIFE , since all life-forms are EQUAL
They will advocate allotting to each life . a unique URL since there is no dearth of URLs under  IP V 6.0 ( approx. 50,000 trillion for each human being on earth )

·      Cattle belonging to Backward Communities will demand a RESERVATION QUOTA
·

·      Cattle belonging to Poor people will demand “ direct transfer of benefit ( DBT ) “ into their Jan Dhan Bank Accounts , instead of munching on subsidized fodder
·

·      Of course , meat-eating animals ( lions / tigers etc ) will demand their own QUOTA of the non- meat-eating animals ( they don’t care for DBT ! )
·

·      In United Nations , Marine life will demand an upper limit of “ fishing “ ( ala Whales ) – species wise
·

·      Thorough-bred Horses will demand that they want ‘ segregation ‘ from their lowly cousins
·

·      White necked cranes of Siberia would demand special H1-B visas from Shri Donald Trump to enter the air space of U S of A
·

·      A certain category of birds would not rest in peace until a “ Jatayu Temple “ gets built in Ahemadabad
·

·      Expect high-flying eagles to demand re-naming of Mount Everest as “ Garuda Shikhar “
·

·      Sparrows will hold a dharna in front of Parliament , demanding “ Affordable Nests “ on each and every tree
·

·      Kites , harassed by crows would demand Air Traffic Control to monitor / regulate the flying of crows , only in designated air-lanes
·

·      Lazy cats , getting up late ( around 10 am ) will want to put an immediate ban on cocks cooing at 5 am
·

·      Peace-loving doves will demand “ Anti Romeo squads “ to protect them from crows
·

·      Stray cattle would want free passage across state boundaries without toll-tax
·

I have no doubt readers will add to the above list and submit it as the “ Charter of Demand of Non-Human Species of the Earth “ , to the Supreme Court , for its kind consideration before passing an order
