LET US TALK TO TWITTER , THE ONLY LANGUAGE IT UNDERSTANDS !


Has anyone any doubt that the likes of Facebook and Twitter have been taking our Policy Makers / Government Officers , for a ride ?


Not after reading today's news papers carrying a " tale of shame " where Twitter CEO, Jack Dorsey , simply refused to attend a meeting called by Shri Anurag Thakur ( Chairman - Parliamentary Committee on Information Technology ) !


It is time to stop mollycoddling these guys who think they are above the laws of India


It is time to stop the " Selling " approach


It is time for " Telling " approach Telling : Comply or Quit !


Let us resolve : OPEC of DATA oil must be dismantled !

What does that stand for ?

Is this original concept ?
Not really . Even today, we give our personal data to web sites like Google / Facebook and then use services of hundreds of other web sites by just selecting : “ Log me in with Google or Facebook “ .  Same principle


Advantage ?
·      No filling up / editing, your personal data, again and again, on hundreds of web sites. Just ONE site !

·      Preventing web sites to demand – and use – your personal data which they don’t need


·      Enabling users to make money by “selling “their personal data
·       

How much money can user ( possibly ) make by selling personal data ?
·      $ 4 / month , from each website ( x 100 = $ 400 pm = Rs 30,000 per month )


Will all web sites agree to pay such amounts ?
·      Initially , some will agree . Gradually , more and more will agree

·      Then there will be government web sites which will not pay any cash to the users but may give “rebate / discount “ from amounts a citizen owes them for their services




How will this work ?
·      At birth of a child , parents will submit child’s data ( Name / Birthdate / Address etc ) on,

·      Up to the age of 12 , parents will submit / edit,  all data about the child
·      From 12 to 18 , data submission / editing will be done jointly with the child
·      From 18 onwards, child ( who has turned adult ) will maintain data


What DATA will be submitted on IndiaDataCustodian ?
·      Data will be submitted at 10 DATA LEVELS – described in detail at :

How will other web sites “Access “ these data of a user ?
·      All web sites / mobile apps will enable a user to login by clicking ,
“ Log me in with  www.IndiaDataCustodian.gov.in

·      No user will need to submit any personal data directly on ANY web site / mobile app

·      Each user would need to select / specify ( on IndiaDataCustodian ), which web site ( or type of web site ) can be granted   “ access “ to which DATA LEVEL , for free

·      User will also select / specify which DATA LEVEL can be “ sold “ to what kind of web sites


·      The “sale Price “ for each DATA LEVEL will be fixed by IndiaDataCustodian

·      The “ for sale “ DATA will NOT reveal the identity of any user. It will be always anonymized / aggregated for a few hundred / few thousands users, based on “demographic profile “ configured by the buyer web site online ( on IndiaDataCustodian ) and the purchase price paid online ( DBT to each User’s Bank account )




What about the web sites which do not agree to this arrangement ?
·      They will be STOPPED from operating in India  !  It will be “ Quit  India “ from Google downwards and will include Indian web sites as well

·      Of course they may come on board at any time – in which case IndiaDataCustodian will inform all the Indian Citizens who have registered with IndiaDataCustodian


·      IndiaDataCustodian will also publish on its web site , the “ Sale Prices “ for each DATA LEVEL

Consider the following scenario :

      #   HCP  visits Twitter to post a tweet

      #   HCP clicks on Twitter :  “  Log me in with  www.IndiaDataCustodian.gov.in  “

      #   HCP is taken to IndiaDataCustodian where he logs in / authorizes it to share his LEVEL 1 data with Twitter

      #   HCP posts 5 Tweet  / 2 re-tweets

      #  Twitter passes on this entire “ Session Log “ of HCP to IndiaDataCustodian , which stores this in “ HCP’s 
          Online Life-time History “ page – which can be “ accessed “ by various Intelligence Agencies for surveillance,
          strictly in accordance with the procedure outlined at :

Why is this procedure essential ?
·      For past one year, Facebook / Twitter are taking for a ride , US Congress and UK Parliament , with totally evasive answers in respect of data leaks / data sale of users without their “ informed consent “

·      And placing all kinds of “ legal road-blocks “ to EU’s GDPR investigations


·      But bending backwards to accommodate most stringent operational stipulations of China

·      In response to a summons  from India’s Parliamentary Committee on Information Technology , Twitter CEO , Jack Dorsey refused to turn up for the meeting !


·      Vijaya Gadde [ vijaya@twitter.com  ] Twitter’s global lead for legal, policy, trust and safety had the impudence to state,
“  No one who engages publicly for Twitter India makes enforcement decisions with respect to our rules for    content or accounts in India “



What should Anurag Thakur ( Chairman – Parliamentary Committee ) tell Vijaya Gadde ?


·      Thanks for enlightening the Committee on your internal rules . Your CEO need not come to India. As soon as we have firmed up OUR RULES , he will be informed to comply or quit !

What concerns will SARAL address ?

SARAL will satisfy the following concerns :

           with the proposed Data Protection Bill in respect of nature of sensitive data that must be stored locally

           Site , WHEN and for HOW LONG , and did WHAT



     #   It will satisfy the National Encryption Policy

     #   It will enable India’s Intelligence Agencies to carry out surveillance in most transparent manner


     #   It will enable the Central and the State Governments to formulate policies / schemes in respect of subsidies /
          unemployment allowances / other DBT schemes


     #  It will enable users ( registered on IndiaDataCustodian ) to “ monetize “ their personal / private data by
         authorizing IndiaDataCustodian to sell the same ( could be as high as Rs 30,000 per month per user )


    #  It will enable Indian and Foreign Corporate to bypass the Social Media web sites and , instead use the
        Platform of IndiaDataCustodian , to target their “ Marketing Campaign “ to millions of Indians. This will enable
        IndiaDataCustodian to earn billions of dollars , which it can share with its registered users

Having waited so long , I urge you to circulate this note to all the concerned Ministries and seek their views before announcing the E Commerce Policy or introducing the Data Protection Bill in Lok Sabha

If implemented , this proposal will set the benchmark for rest of the world
